This paper develops a proposition to salve the problem of the deterioration of the housing stock through the creation of the Housing Improvement Found. The Housing Improvement Found is constituted by the financial resources and technical support administered directly by Municipalities, which are interested in helping their communities with these resources. The aim this non centralized found is to satisfy the need to improve dwellings having a clear deterioration level and which otherwise would increase the housing deficit. This paper makes general diagnosis of the qualitative deficit and proposes detailed mechanisms for the operation of the Found.El presente trabajo desarrolla una propuesta para resolver el problema del deterioro del parque habitacional, a través de la creación de un Fondo de Mejoramiento Habitacional. El Fondo de Mejoramiento Habitacional, lo constituirán los recursos financieros y de asistencia técnica administrados directamente por las municipalidades interesadas en beneficiar a su comunidad con estos aportes. Con este fondo descentralizado, se espera dar satisfacción a la necesidad de mejoramiento de viviendas que presenten un nivel de deterioro y que de no intervenirse, aumentarían el déficit. El trabajo se abordará, a partir de un diagnóstico general del déficit cualitativo y propondrá en detalle los mecanismos de operación del fondo.
