dc.descriptionIn Peru, the need to improve housing quality, the so called qualitative deficit, is a substantial problem to housing and it affects 74 per cent of the population. That means that in most cases the houses do already exist but their inhabiting conditions are inadequate. This paper analyses to what extent housing policies face this problem. It is interesting to know the current programs and projects, their characteristics and financial conditions among other factors, as well as the housing, services and equipment strategies. Private alternatives and their feasibility to face this problem are also analysed.en-US
dc.descriptionEn el Perú, la necesidad de mejoramiento de la vivienda, el llamado déficit cualitativo, es un elemento sustancial del problema de la vivienda, afectando al 74 por ciento de la población. Es decir, en una gran mayoría de casos las viviendas ya existen pero las condiciones de habitabilidad son inadecuadas. El presente artículo analiza en qué medida las actuales políticas de vivienda afrontan esta problemática. Interesa conocer los programas y proyectos en curso, sus características y sus condiciones financieras, entre otros factores. Así mismo, las estrategias de intervención tanto en materia de vivienda como en la dotación de servicios y equipamiento público. Y se analizan por último, las alternativas levantadas desde la sociedad civil y las posibilidades de su implementación para afrontar la problemática a la que hemos hecho referencia.es-ES
