| dc.description | This article reviews the affairs of the local administration in India, both urban and rural, which have received a constitutional status through two constitutional amendments in 2002.Apart from ensuring that representatives from the people take the responsibility of administrating civil affairs, the Constitution now states that a quarter of the positions should be filled by women and other minorities, including registered ethnic groups and tribes as well as lower classes, which represents a huge change in the millenary tradition of equilibrium of power and authority in this enormous country. | en-US |
| dc.description | Este trabajo, se refiere a los asuntos de las administraciones locales de la India, tanto urbanas como rurales, a las que a través de dos enmiendas a la Constitución hindú elaboradas en diciembre de 2002, se les ha concedido un estatus constitucional.Además de garantizar que sean los representantes del pueblo quienes lleven la responsabilidad de administrar los asuntos civiles, la Constitución ahora estipula la reserva de un tercio de los cargos para mujeres y otros sectores débiles, incluidas las castas y las tribus registradas y las clases inferiores, con lo que se proyecta un cambio fundamental en la tradición milenaria del equilibrio del poder y la autoridad en ese gigantesco país. | es-ES |
