Urban planning and design instruments to promote pedestrians in cities – A comparative study between Chile and Germany

| dc.description | Walking is, along with cycling, the most sustainable, democratic and healthy mode of transport within a city (Tonucci, 2004; Gehl, 2011). For this reason, walking should be promoted in cities through planning and urban design. In fact, in Chile, the recent National Urban Development Policy (2014) sets out the promotion of pedestrian traffic as an urban mobility objective. This research analyzes the deficiencies and challenges of urban planning and street design in Chile by carrying out a comparative analysis of instruments and urban design standards in Germany that promote pedestrians in cities. Thus, best practices and planning tools such as minimum standards, design guidelines, traffic calming and participatory processes among others, are analyzed in depth using case studies that promote walking. This paper concludes with a proposal of urban design instruments, recommendations and standards to promote the development of pedestrian-oriented streets in Chile and hence encourage more sustainable urban development. | en-US |
| dc.description | Caminar es –junto a andar en bicicleta– el modo de transporte más sustentable, democrático y saludable para desplazarse dentro de una ciudad (Tonucci, 2004; Gehl, 2011). Por esta razón, la caminata debería ser promovida en la ciudad mediante la planificación y el diseño urbano. De hecho, en Chile, la reciente Política Nacional de Desarrollo Urbano (2014) plantea como objetivo de movilidad urbana el fomento del tránsito peatonal. La presente investigación analiza las deficiencias y los desafíos de la planificación urbana y el diseño de calles en Chile, realizando un análisis comparativo con instrumentos y estándares de diseño urbano en Alemania para promover al peatón en la ciudad. Así, se analizan en profundidad buenas prácticas e instrumentos a partir de casos de estudio que han promovido la caminata, como son estándares mínimos, guías de diseño, traffic calming y procesos participativos, entre otros. Este trabajo concluye con una propuesta de nuevos instrumentos, recomendaciones y estándares de diseño urbano para fomentar el desarrollo de calles orientadas a peatones en Chile y así, promover un desarrollo urbano más sustentable. | es-ES |
