| dc.description | Las políticas públicas deben ser concebidas en coherencia con el desarrollo y necesidades del territorio (espacio físico y social) al cual intervienen. Actualmente existen muchas políticas públicas y sus respectivos programas que se quedan en el papel y no son ejecutados, ya sea por falta de financiamiento o dificultades para su aprobación en el aparato burocrático de la administración pública. Mediante el análisis del estudio de casos, se comparan dos políticas de recuperación urbana. Una elaborada por el municipio local y la otra elaborada por el nivel nacional mediante el Ministerio de vivienda y urbanismo. En este artículo se compararán los resultados de estas políticas al año 2017 y se evidenciarán el por qué el éxito de una y el fracaso de la otra. | es-ES |
| dc.description | Public policies must be conceived in coherence with the development and needs of the territory (physical and social space) to which they intervene. At the moment there are many policies and their respective programs that remain in the paper and are not executed, either for lack of financing or difficulties for its approval in the bureaucratic apparatus of the public administration. Through the analysis of the case study, two urban recovery policies are compared. One developed by the local municipality and the other developed by the national level through the Ministry of Housing and Urbanism. This article will compare the results of these policies to the year 2017 and will show why the success of one and the failure of the other. | en-US |
