Tiene la intención de exponer la importancia de la asignación de las contribuciones sociales y las noticias sobre el déficit del sistema. Por lo tanto, es esencial para entender la cobertura social, la brecha entre la teoría y la práctica, así como demográfica y social ocurrido en los cambios en Brasil. Para tanto, indispensável compreender a cobertura assecuratória, o hiato existente entre a teoria e prática, bem como as mudanças demográficas e sociais ocorridas no Brasil. Ao final, analisa a necessidade do direito de se adaptar às mudanças e a dificuldade de implementar um sistema economicamente equilibrado viável e eficiente, com a existência da Desvinculação de Receitas da União.
