The present research deals with the process of enrichment of public law by the incorporation into the Constitution of its three golden rules: the separation of powers with check and balances; the delimitation of the powers granted by the Constitution in each of them, protecting individual an social freedoms; and the transparency in the exercise of those powers, which is a principle connected to the probity in the pursuance of the common good. The three axioms, principles, or rules aforementioned integrate, indissolubly, into constitunional democracy. It is the judiciary's task to enforce themEn la presente investigación se aborda el proceso de enriquecimiento del derecho público con la incorporación a la Carta Fundamental de sus tres reglas de oro: la separación de poderes con frenos y contrapesos; la delimitación de las potestades radicadas por la Constitución en cada uno de ellos, protegiendo la libertad individual y social; y la transparencia en ejercicio, principio con el cual se halla vinculada la probidad en la consecución del bien común. Las tres máximas, principios o reglas enunciadas se integran, indisolublemente, en la democracia constitucional. Es tarea de la judicatura infundirles eficacia.
