dc.descriptionWhen dealing with the housing problem derived from disasters, it is important to keep in mind that in the present state of the Latin-American countries, apart from the catastrophes, the poor people represent a permanent serious emergency situation. The capacity to see the effects of a disaster as a “stressed emergency” or “doubled emergency” over a situation which was already at the limit before the disaster , is a way to keep poverty as a priority which is indeed the central problem. It should be dealt with as a whole with all its actors whether they are affected or not by a disaster.en-US
dc.descriptionAl abordar el problema habitacional derivado de las situaciones de desastre, conviene tener presente que, en el estado actual de los países latinoamericanos, la situación permanente, fuera de las catástrofes, de la población pobre, es en sí misma una situación de emergencia grave. Colocarse en posición de ver los efectos del desastre como situaciones de «emergencia acentuada» o «emergencia duplicada», sobre una estado de cosas que ya estaba al límite antes del desastre, es una forma de mantener la prioridad del problema de la pobreza, que es el problema de fondo, en su integridad, con todos sus protagonistas, afectados o no por el desastre.es-ES
