| dc.description | This research analyzed the main difficulties to reform the United Nation Organization, with the aim of establishing a less hierarchical and more democratic structure. For this, a brief review was realized of the foundation of the United Nations and the importance of the Security Council. Then, the interests were identified of the five powers that are permanent members of the Security Council, and their motifs to reject the inclusion of new permanent members; among them, the members of the G4 –Germany, Japan, India and Brazil- and their proposals of reform. Following that, some successful reforms and the difficulties are highlighted that the General Secretaries faced to put them into practice. Finally, the research concluded that any kind of reform that changes the balance of power inside the Security Council, reducing the power of the Permanente Members, is very difficult to put into practice because these actors always will aspire to maintain their privileged position into the international system. | en-US |
| dc.description | Esta investigación analizó las principales dificultades existentes para intentar reformar la Organización de las Naciones Unidas, con la finalidad de otorgarle una estructura menos jerárquica y más democrática. Para ello se realizó un breve repaso de su fundación y la importancia del Consejo de Seguridad. A continuación, se explicitaron los intereses de las cinco potencias con asientos permanentes en el Consejo de Seguridad y las razones por las cuales estas han impedido la entrada de nuevos miembros. Entre ellos se destacan los miembros del G4 –Alemania, Japón, India y Brasil- y sus propuestas de reforma. Luego se subrayan algunas reformas exitosas y las dificultades que han debido enfrentar los secretarios generales para concretarlas. Finalmente, se concluyó que cualquier tipo de reforma que altere el equilibrio de fuerzas al interior de Consejo de Seguridad o que reduzca el poder de sus miembros permanentes será muy difícil de concretar debido a que ellos buscan mantener su posición de privilegio al interior del sistema internacional. | es-ES |
