| dc.description | El artículo propone discutir la cuestión de la gobernabilidad de los sistemas educativos en el marco de las condiciones generadas por el “nuevo capitalismo” y los aprendizajes realizados en las últimas décadas. Para esto, señala la importancia de ampliar la mirada y preguntarse no sólo por los procedimientos administrativos o de gestión, sino también por los objetivos que se persiguen y por las condiciones institucionales y políticas que determinan la viabilidad de esos procedimientos. Este enfoque permite introducir cinco temas importantes en la discusión de la gobernabilidad de los sistemas educativos: definir el sentido de las transformaciones, considerar las limitaciones de las reformas institucionales, redefinir el papel del Estado, valorizar la importancia de la dimensión pedagógica y analizar las tensiones entre consenso y conflicto en el gobierno de la educación. | dc.description | This article suggests the need to revise the concept of governance in educational systems within the historical conditions created by “new capitalism” and what has been learnt in the latest decades. Thus, it points out the idea of widening views, and inquiring not only about the administrative or managing procedures, but also about the pursued aims and the institutional and political conditions enabling them. This approach allows the introduction of five important subjects in the discussion about the governance of educational systems; namely, to define the sense of such transfomations, to consider the restrictions of institutional reforms, to redefine the role of the state, to value the importance of the pedagogical dimension and to analyze the tensions between consensus and conflict in the government of education.Key words: Governance, educational systems, Latin America, change, demandof meaning. | en-US |
