dc.descriptionThe territorial effects of global crises are differentiated and therefore require management with a global - local perspective. In this perspective, this article approaches from the local global dialectic a prospective look at the economic effects that may arise on a local territorial scale derived from the COVID-19 crisis in the Biobío Region and its communes. In this perspective, the article assumes the premise that it is from decentralized action at the regional - local - territorial level where it is possible to act with greater efficiency and a sense of focus to face the socioeconomic effects derived from the COVID - 19 crisis and by this is done through the application of specialization and location coefficients. dc.descriptionLos efectos territoriales de las crisis globales son diferenciados y por tanto requieren de una gestión con mirada global – local. En esta perspectiva, el presente artículo aborda desde la dialéctica global local una mirada prospectiva de los efectos económicos que a escala territorial local pueden presentarse derivados de la crisis COVID – 19 en la Región del Biobío y sus comunas. En esta perspectiva, el artículo asume la premisa que es desde la acción descentralizada en el plano regional – local – territorial donde es posible actuar con mayor eficiencia y sentido de focalización para hacer frente a los efectos socioeconómicos derivados de la crisis COVID – 19 y por ello se mediante aplicación de coeficientes de especialización y localización se aboca a la identificación diferenciada de los sectores productivos especialmente golpeados por la crisis socioeconómica, con miras a prospectar un sentido de focalización para las políticas y estrategias que se diseñen para hacer frente a los principales efectos de la crisis.es-ES
