| dc.description | Since Chile signed the Convention on the Rights of the Child 34 years ago, the country has advanced in the implementation of international standards of human rights protection in public policies for children, especially in the regulations governing children under state guardianship. In 2021, the National Service for the Specialized Protection of Children and Adolescents, known as Mejor Niñez, was implemented with the aim of protecting children whose rights have been seriously violated, representing an advance over the previous model administered by SENAME. This article analyzes the tensions in the adaptation of this new mechanism to the human rights approach, exploring an alternative proposal that interprets childhood from Whitehead's processual philosophy, enriched with Afroindigenist perspectives and the theory of affects. | en-US |
| dc.description | Desde que Chile suscribió la Convención sobre los Derechos del Niño hace 34 años, el país ha avanzado en la implementación de estándares internacionales de protección de derechos humanos en políticas públicas para la infancia, especialmente en la normativa que regula a los niños bajo tutela estatal. En 2021, se implementó el Servicio Nacional de Protección Especializada de la Niñez y Adolescencia, conocido como Mejor Niñez, con el objetivo de proteger a los niños cuyos derechos han sido gravemente vulnerados, representando un avance respecto al modelo anterior administrado por el SENAME. Este artículo analiza las tensiones en la adaptación de este nuevo mecanismo al enfoque de derechos humanos, explorando una propuesta alternativa que interpreta la infancia desde la filosofía procesual de Whitehead, enriquecida con perspectivas afroindigenistas y la teoría de los afectos. | es-ES |
