Corruption problems are not new and have been present in different manifestations throughout our history. Since the 1990s, the issue has begun to gain relevance in the public debate and, particularly, with more strength since the National Commission on Public Ethics in 1994. Particularly, between the years 1990 and 2016, three critical junctures have detonated that have marked the institutional development in terms of probity, a first one linked to the fraud in CODELCO, a second one marked by the MOP-GATE and Chile Deportes cases and, a third one by the cases of legal financing of politics (PENTA and SQM). From each crisis, it is observed that there is a particular way, a shared and limited meaning of understanding this phenomenon, due to the need to form political agreements and to react to such situations. Offering an evolutionary analysis of integrity policies will allow us to reflect on the successes and mistakes, as well as to rethink an active systemic model to promote public integrity.Los problemas de corrupción no son nuevos y han estado presente en diferentes manifestaciones a lo largo de nuestra historia. A partir de los años 90 el tema comienza a cobrar relevancia en el debate público y, particularmente, con más fuerza desde la Comisión Nacional de Ética Pública de 1994. Particularmente, entre los años 1990 y 2016 se han detonado tres coyunturas críticas que han marcado el desarrollo institucional en materia de probidad, una primera vinculada al fraude en CODELCO, una segunda marcada por los casos MOP-GATE y Chile Deportes y, una tercera por los casos de financiamiento legal de la política (PENTA y SQM). De cada crisis, se observa, que hay una forma particular, un significado compartido y limitado de entender este fenómeno, por la necesidad de conformar acuerdos políticos y de reaccionar a dichas situaciones. Ofrecer un análisis evolutivo de las políticas de integridad permitirá reflexionar sobre los aciertos y errores, así como repensar un modelo sistémico activo para promover la integridad pública.
