Las distintas referencias históricas ponen de manifiesto que durante el siglo XIX, el Estado concedió a algunos centros de beneficencia el privilegio de explotar loterías particulares, o rifas, que pronto se convirtieron en la principal fuente de recursos de estos establecimientos. En 1882 apareció en Madrid la primera organización legal de ciegos después de la desarticulación de la Hermandad "Esperanza y Fe". Pocos años más tarde, en 1894, antiguos alumnos del Colegio Nacional crearon el Centro Instructivo y Protector de Ciegos, también en Madrid. Posteriormente se estableció un patronato que sufrió distintas reformas; pero este modelo fracasó, básicamente por dos factores: primero, por un planteamiento equivocado de principio; en segundo lugar, por la falta de adecuación entre lo que se ofrecía al colectivo de ciegos y lo que realmente éste demandaba. El 21 de febrero de 1936, se elevó una propuesta al Gobierno donde se establecía y regulaba la venta de un cupón pro-ciegos en todo el territorio coupon was established and regulated nacional, como medio eficaz para resolver la precaria situación económica del colectivo. Progresivamente, esta propuesta maduró, hasta que, finalmente, el Decreto de 13 de diciembre de 1938 dio vida a la Organización Nacional de Ciegos de España (ONCE).Different historical references show evidence that, during the 20th century, the State granted some charitable organizations the privilege to exploit specific lotteries (or raffles) that soon became the main resource of these institutions. In 1882, the first legal organization for the blind was established in Madrid, after the breaking up of the Hermandad “Esperanza y Fe” [Fraternity “Hope and Faith].” A few years later, in 1894, former Colegio Nacional [National School] students established the Centro Instructivo y Protector de Ciegos [Instructional and Protective Center for the Blind], also in Madrid. Later on, a trust which underwent several reforms was established, but this model failed mainly because of two factors: first, a wrong initial approach and, second, the lack of agreement between what was offered to the blind and what they actually needed. On February 21st, 1936, a proposal was submitted to the government, where the sale of a pro-blind throughout the national territory, as an-efficient means to solve the unstable -economic situation of this group of people. This proposal was steadily improved until -the Decree of December 13th, 1938, finally gave birth to the Organización Nacional deCiegos de España (ONCE) [Spanish National Organization for the Blind].
