| dc.description | The present study seeks to describe the construction of the migrant subject in two messages/motions with which it is presented, both in the Migration and Foreigners Law Project (2013) during the first government of Sebastián Piñera, and in the New Migration Law (2017) during the second government of Michelle Bachelet, this study analyzes both messages/motions. The first continued to be developed in the second government, until it was enacted in April 2021, while the second did not continue to be processed. Regarding the methodology, a qualitative study based on discourse analysis is carried out, seeking to identify the main categories used to refer to migrants. In the results, there are differences in approach between the two messages. The first contains an economistic approach, and the second, a legal approach based on comparative international experiences. However, there are some similarities, since the discourse constructs migrants that have to do with their function in the country and some basic assumptions, such as dangerousness. | en-US |
| dc.description | El presente estudio busca describir la construcción del sujeto migrante en dos mensajes/mociones con los que se presenta, tanto en el Proyecto de Ley de Migración y Extranjería (2013) durante el primer gobierno de Sebastián Piñera como en el de Nueva Ley de Migraciones (2017) durante el segundo gobierno de Michelle Bachelet, este estudio realiza un análisis de ambos mensajes/mociones. El primero continuó desarrollándose en el segundo gobierno hasta ser promulgado en abril de 2021, mientras que el segundo no continuó en trámite. En cuanto a la metodología, se realiza un estudio de tipo cualitativo basado en un análisis de discurso, buscando identificar las principales categorías utilizadas para referirse a las y los migrantes. En los resultados se encuentran diferencias de enfoque entre los dos mensajes. La primera contiene un enfoque economicista, y la segunda, un enfoque de derecho de experiencias internacionales comparadas. Sin embargo, existen algunas similitudes, ya que el discurso construye migrantes que tienen que ver con la función de estos en el país y algunos supuestos a la base, tal como el de peligrosidad. | es-ES |
