This work will expose on judicial protection, its relationship with the access to the justice system and due process, as an essential premise, proposing a conceptual structure; then it will be analyzed if the elements of the proposed concept are satisfied within the judicial review of municipal acts under Law 18.695. Finally, some conclusions towards the future will close the presentation.Este trabajo expondrá sobre la Tutela Judicial, en relación con el acceso el a la justicia y debido proceso, como premisa esencial, proponiendo un estructura conceptual; luego se revisará si los elementos del concepto propuesto se satisfacen en el reclamo de ilegalidad municipal de la Ley 18.695. Finalmente, unas conclusiones hacia el futuro cierran la presentación.
