| dc.description | The law of cultural donations has been an important tool for raising funds for initiatives of this type, enhancing the role of the private sector in this respect with the universities as one of the main beneficiaries. The new regulations that govern the law (also known as Law Nº 19.885) have given rise to several difficulties, thereby complicating a method which was working well. Potential amendments to revert the system to its original viability by adding flexibility to the new limits and restrictions should also address other limitations demonstrated during its implementation. For instance, they should favor the association of higher education institutions with other centers, thereby encouraging their role as organizations that promote culture and that can contribute to place all applicants on the same level while encouraging a better territorial distribution of donations to avoid an excessive concentration of grants in a single area. | en-US |
| dc.description | La ley de donaciones culturales ha sido una importante herramienta para allegar recursos a iniciativas de este tipo, potenciando el rol privado en la materia y siendo las universidades sus beneficiarias. Las nuevas normas de la Ley N°19.885 han generado diversas dificultades, complicando un mecanismo que se encontraba bastante consolidado. Las posibles correcciones que deben realizarse con el objeto de devolver al sistema su fluidez original, flexibilizando los nuevos límites y prohibiciones, debieran atender también otras deficiencias demostradas en su aplicación. Por ejemplo, deben favorecer la asociación de los planteles de educación superior con otras organizaciones, incentivando su rol de entidades gestoras de cultura que contribuyan a equiparar las condiciones de los postulantes, al tiempo de propiciar una mejor distribución territorial de las donaciones, evitando la concentración excesiva de éstas. | es-ES |
